My mom was a victim of elderly fraud - her savings are gone

Hi,
My mom informed me that - while I was on vacation - she had been hacked and her identity stolen.
She received a notice on her iPad that she was hacked, and to contact a number. She did not want to bother me while I was away, so she called and was immediately told that the person on the other line was from her bank's Fraud Division. They informed her that child pornography was purchased in her name and she would go to jail unless they could clear it up.
Scared, she gave them the information they wanted. Upon doing so, they immediately drained all of her bank accounts, leaving her with zero balances across the board.
She is devastated. She is embarrassed. She is afraid.
She is now broke.
She has just turned 77, and is now penniless. Living in public housing, they can terminate her lease with no funds in her accounts. I am terrified for her and what will happen. As her only son, I will help her as much as I can, but my immediate concern is keeping her housed and able to pay bills. Her bank's insurance does not cover fraud or losses due to theft/fraud.
Anything that can be done to help, is greatly appreciated.
