No Borders MCR are fundraising to support people seeking asylum with No Recourse To Public Funds as Covid 19 continues. In the midst of a national health crisis the UK government's hostile environment continues to wreak havoc upon people's lives. We aren't seeing a suspension of evictions or deproatations or increased funds for children now at home 24hours a day. Instead the UK government are building more Immigration Removal Centres and spending yet more money on the border with Calais. Friends of no borders, people known to us or known to wider networks are in urgent need of support.
The majority of people who claim asylum in the UK face refusal upon their first application. Most people seeking asylum make a number of claims and receive a number of refusals, before they attain humanitarian protection or refugee status. This process takes many years, often decades, as people must reiterate their need for protection multiple times. Fresh claims take years to prepare, as people are asked to gather evidence from homes often still in the midst of conflict, war or natural disaster. Contact with home countries can also be a risk, and many people have lost lines of communication or been forced to cut ties with friends and family.
Currently, whilst an individual is in between claims, they have no recourse to public funds. Immediately after a refusal, throughout the process of the preparation of a fresh claim, up until the submission of a claim, the individual has no financial or accommodation support. The State offers no support for adults in this very common situation- even healthcare comes with a bill. People therefore rely on community organisations, faith groups and charities for food, sanitary products and support.
The government’s policy of Hostile Environment conducts systematic neglect of those who have come to this country seeking safety, torturing people through bureaucratic systems which are designed to fail. These systems rely on exhaustion and dehumanisation to undermine the capacity of people to lodge full, substantive and comprehensive claims.
In neglecting any form of support for people in between their claims, and denying them the right to work, the state is preventing access to healthcare, adequate living conditions and food. This is state-sanctioned poverty. These policies cut people off from their human rights daily.
In this climate of neglect, voluntary organisations have been left to provide vital services for people with no recourse to public funds, despite often being hugely under resourced and insufficiently supported. COVID-19 has seen many of these organisations in Greater Manchester, forced to shut their doors, and continue work remotely for the safety of all that use their spaces. The virus has also forced the self-isolation of people who often attend these organisations to get essential hygiene and food products.
In collaboration with networks and communities across the city we are are focusing on the needs of those with no recourse to public funds. Working to provide food for those destitute and dispersed around Manchester, we are looking for support from the wider public to enable us to deliver food to people cut off from basic necessity by state policy.
