Outstanding Water Revenue Bureau bill

I have set up this page in hope of finding help with raising money to pay an outstanding balance on the Water Revenue Bureau bill I have been struggling with for the past several months.

After I acquire the property, I did not know there was a huge water bill unpaid balance attached to it...well, responsibilities do not go away, we all know it. Someone else’s debt became my responsibility.

I have been trying to keep up with the  payments the best way I can, but being a freelancer while making efforts to support family and keeping up with bills is not easy at times. Last year 4 tours with significant payout potential got cancelled and as a result of it, my agreement with Water Revenue Bureau was breached. 

I was able to manage to get the balance from $18,134.24 to $9,603.89, but because the agreement is now in default, I am responsible to pay the full balance by April , otherwise the water will be shut off. 

Any help is a huge help at this point and I sincerely appreciate it.
