perineal urethrostomy surgery for 2 years old cat

My cat boni is about 2 years, I rescued him from the street after seeing his sibling ran over in a parking lot and his mother neglected him, he was about 3 weeks old.
Two weeks ago he started to strain while trying to pee, and as I noticed, I took him to the vet the next day, paid 500$ for exam, xray, and pee examination, finding out he had struvide crystals, and the vet gave him inflammatory medication and antibiotics. A week later he was straining again, I took him back and they did a urinary catheterization. After 3 nights of the treatment he was released back home and the next day he was straining again for 8 minutes trying to pee, barely peeing, So I took him again and now hes at the vet after a second catheterization, and still not peeing normally, and with another 1000$ bill that I could only pay with care credit and still have 300$ balance.
Now the vet is saying that we will need to do a perineal urethrostomy (PU) which is a surgical reconstruction of the tube, which is to create a larger opening to urinate. This aurgery helps to decrease the chance of repeat urinary blockages.
To perform this surgery I need 1,500$, I'm unemployed due to the corona virus crises, and I have 5 pets at home to feed and some give medications to, I have no money to afford this and I don't want to risk my pets health. The vet wont do a payment plan to support me without putting at least half of the money down. I dont have any other resource to turn to, and really need any help possible to help my baby bonnie.
