Please help someone stole all of Marcia's money

Hello, I am Marcia's daughter Heather. She is 69 years old, disabled, wheelchair bound, and someone stole all her money (12k) that was supposed to pay for her housing at an assisted nursing facility, she's been there since December of 2022. Marcia's whole world has changed. She had her own place but was falling too much due to her condition, she has rheumatoid arthritis really bad and a list of other problems as well. So the hospital & their social workers were trying to make her a ward of the state without my knowledge. They were calling the wrong number and sending court papers to the wrong address to get a hold of me and of course my mom knew nothing. They assigned her to a guardian and I had to fight to get to get my own mother back. That took months but luckily at her home I found Durable Power Of Attorney (dpoa) paperwork we filled out in 2016. Gave this to her attorney and this is what won the case, I'm her DPOA now, but she is still in the assisted nursing facility due to her condition. She lost her section 8, her apartment, and the assistance she was getting. She lost everything she has known.
So in May while at the facility someone stole her card and the police are saying its not promising at getting her money back. Her card company wont do anything because by the time we noticed it had been over 3 months and they don't go back farther than that, which is very upsetting. She owes the facility $11,870.75 and was supposed to have a little left for her needs. My mom has been a upset and untrusting of people since. Why do people prey on vulnerable seniors?!
I'm afraid the facility is going to kick her out or make her go somewhere else. So I am trying to get my home handicap accessible so I can take her out of there and bring her home. She needs to have some kind of normalcy, feel human again. I have to remodel my bathroom for her, she need a walk-in bath tub so she can take a bath, its been years since she could soak her body. She's sits in a chair under a shower to get washed, I know she would love a bath. We also need a handicap bed that can help her sit up or not fall out of bed. We also have to get her a ramp and an handicap accessible vehicle so I can take her out in the world. Since she's been wheelchair bound she doesn't get out unless it's to the doctor or therapy.
It is so important to pay off her housing debt and bring her home, that facility is depressing and I don't know if someone there took her card. I want to see my mom smile again. All funds will be used for Marcia towards her housing debt, making my home handicap accessible for her, and any necessities she needs. She's lost so much weight there, she needs new clothes as nothing she has fits her anymore.
