A building proposal for 705 Sunrise Avenue in Roseville, California between a Carbon Health urgent care center and the Terraces of Roseville, a senior living facility, will greatly affect the environment of over 200 senior residents. The proposal for a new 7,300 square foot building will increase traffic on an entry road with frequent emergency medical response involving fire engines and ambulances. This entry road connects to Sunrise Avenue, a major artery which runs between I-80 and highway 50. The addition of a drive through coffee shop on the other side of the entry road has also significantly increased traffic in the last few years. The City says the vehicle accident rate associated with the entrance road is not above normal, however, this has not been analyzed in terms of emergency medical transport and a vulnerable senior population. In addition, several protected native oak trees will be removed in order to create more parking, and the project is located along an important historic creek within a flood plain.
The community had requested an extension on the 30-day public review since the comment period for the project was over the holidays, and they did not learn of it in time to provide well informed comments. The community appealed the Planning Commission's decision to allow the project to go forward without traffic mitigations, parking redesign and more input from the senior community. On March 5, 2025, the appeal was denied by the City Council. The cost to file the appeal was $1735.55 and there were several other smaller costs associated with this effort. Donations are requested to offset these costs.
Our next steps will be to address concerns with the City under the Americans with Disabilities Act.
