Proteja o Parque Natural do Sudoeste Alentejano e Costa Vicentina

A Associação Foz do Mira, com sede em Vila Nova de Milfontes, dedicada ao surf e à conservação da Natureza, juntou-se ao Juntos pelo Sudoeste - Movimento de Cidadãos de Odemira e Aljezur em Defesa do Sudoeste com o objectivo de defender o que resta dos valores naturais no Parque Natural do Sudoeste Alentejano e Costa Vicentina (PNSACV), fortemente ameaçado pelo avanço descontrolado da agricultura intensiva do Perímetro de Rega do Mira.

Em Janeiro de 2020 lançámos uma petição que, embora tenha tido uma forte adesão, até à data espera discussão na Assembleia da República. Assim, decidimos agora enveredar pela via jurídica, com a contratação de um advogado, como forma mais eficaz de luta pela biodiversidade, sustentabilidade e sobrevivência do ecossistema e das gerações futuras. É para esta abordagem jurídica nos tribunais que pedimos a vossa contribuição!

Nos anos 90, um projecto agrícola megalómano do “empresário” francês Thierry Roussel abriu falência e deixou parte da Costa Alentejana devastada, coberta de plásticos e resíduos abandonados, resultando no primeiro grande desastre ambiental e social. Em 2020, o Estado português em vez de regular e fiscalizar a atividade agroindustrial, patrocinou o avanço descontrolado da agricultura intensiva levada a cabo por empresas multinacionais que têm novamente destruído e poluído o PNSACV, com graves consequências na paisagem, na biodiversidade e no tecido social da região, onde o que parece interessar é a distribuição de dividendos aos seus acionistas maioritariamente estrangeiros. O sector agroindustrial consome recursos naturais que são de todos nós, desfigura a região e não lhe devolve valor acrescentado nenhum.

Os deputados europeus já perceberam que as pequenas explorações de agricultura familiar, com práticas mais ecológicas e adaptadas ao clima, com circuitos de comercialização mais curtos, são mais sustentáveis e resilientes em tempos de crise. É nesse âmbito que a União Europeia (UE) lançou no final de 2019 o “Pacto Ecológico Europeu” e, mais recentemente, no contexto da pandemia, a nova Estratégia de Biodiversidade da UE a par com a “Estratégia do Prado ao Prato” que prevê, entre outras medidas, impulsionar a utilização eficiente dos recursos, restaurar a biodiversidade e reduzir grandemente os focos de poluição.

Não obstante, numa altura em que a exploração de recursos tem obrigatoriamente que adaptar-se às alterações climáticas, o Ministério da Agricultura “oferece” o PNSACV a empresas multinacionais atraídas pela exposição solar, inexistência de geada, solos fáceis de trabalhar e com boa drenagem e pela “abundância” de água barata, para aqui aplicar práticas de exploração intensiva destes recursos. Em solos pobres como os do Sudoeste com o uso de elevadas quantidades de fertilizantes químicos e fitofármacos de síntese, resulta inevitavelmente uma contaminação do solo, dos aquíferos e, pela sua proximidade, das praias e da água do mar, para não falarmos na evidente perda de biodiversidade e destruição de habitats.

Ainda assim, não satisfeitas com a impunidade em que operam, as empresas multinacionais que exploram o PNSACV procuram minimizar ainda mais os custos de produção, com mão de obra barata, recorrendo a agências intermediárias de trabalho temporário, que operam sem fiscalização e que têm trazido trabalhadores migrantes que (sobre)vivem em condições humanamente indignas, uma vez mais com impactos enormes nas estruturas sociais da região.

O ritmo de instalação de novas explorações agrícolas, com ou sem plástico e a falta de fiscalização no PNSACV concorrem para a destruição de zonas de elevado valor ambiental, tendo como consequência a extinção dos recursos naturais que levaram às várias classificações ambientais atribuídas a esta região. É pois urgente avaliar e fazer cumprir a Lei, acautelando a salvaguarda dos recursos e valores do PNSACV, através da substituição da agricultura intensiva por práticas agrícolas da Agroecologia, o que também representa uma oportunidade para a requalificação do território, travando a expansão agrícola e reconvertendo as que não cumpram os requisitos mínimos.

Caso contrário, arriscamos que todos estes abusos e infrações consumam e esgotem todo o património natural desta região, que não é propriedade de nenhuma empresa, mas pertence sim ao Bem Comum da Humanidade.

Protect the Southwest Alentejo and Costa Vicentina Natural Park

The association Foz do Mira, based in Vila Nova de Milfontes and dedicated to surf and Nature conservation, joined the group Juntos pelo Sudoeste – a movement of citizens of Odemira and Aljezur to protect the Portuguese Southwest region, with the objective of defending what is left of the natural landscape and values of the Parque Natural do Sudoeste Alentejano e Costa Vicentina (PNSACV), which is today strongly endangered by the unregulated advance of intensive agriculture from the irrigation perimeter of the river Mira.

In January of 2020, we started a petition and, although it found a strong adhesion, it is as of today still awaiting discussion in the Assembleia da República. Thus, we have now decided to take a legal route, through hiring a lawyer, as the most effective way of fighting for biodiversity, sustainability and survival of the ecosystem and future generations. It is for this legal approach in the courts that we ask for your contribution.

In the 1990s, a megalomaniacal agricultural project by the French “entrepreneur” Thierry Roussel went bankrupt and left part of the Alentejo coast devastated, covered with plastic and abandoned waste, resulting in a first major environmental and social disaster. In 2020, the Portuguese State, instead of regulating and inspecting agro-industrial activity, sponsored the uncontrolled advance of intensive agriculture carried out by multinational companies that have continued the destruction and pollution of the PNSACV, with serious consequences for the landscape, biodiversity and the social situation in the region. Today, it becomes clear that what seems to be of most interest is the distribution of profits to its mostly foreign shareholders. The agro-industrial sector’s functioning is consuming precious natural resources that belong to all of us, disfiguring the region and not returning to it any added value.

European deputies have already realized that small family-owned farms, with more ecological and climate-friendly practices, with shorter distribution chains, are more sustainable and resilient in times of crisis likes the one we face. It is in this context that the European Union (EU) launched at the end of 2019 the “European Ecological Pact” and, more recently, in the context of the pandemic, the new EU Biodiversity Strategy alongside the “farm-to-table strategy”, promoting, among other measures, to boost the efficient use of resources, restore biodiversity and greatly reduce the sources of pollution.

However, at a time when resource exploitation must adapt to climate change, the Portuguese Ministry of Agriculture nonetheless “offers up” the PNSACV to multinational companies attracted by its climatic conditions and the supposed “abundance” of cheap water, to then apply intensive exploitation practices to these resources. In poor soils such as those we find here in the Southwest, the use of high amounts of chemical fertilizers and synthetic phytopharmaceuticals is a direct route to the contamination of the soils, aquifers and, due to their proximity, beaches and sea water. This inevitably worsens into further dire consequences for local biodiversity and ecosystems.

Furthermore, not satisfied with the impunity in which they operate, multinational companies that exploit the PNSACV seek to further minimize production costs with cheap labor, and are resorting to temporary agency agencies, which operate without supervision and which are bringing migrant workers who are forced to live in inhumane, overcrowded conditions, again with enormous impacts on the social structures of the region.

The pace of installation of new farms and the lack of inspection in the PNSACV contribute to the destruction of areas of high environmental value, with the consequence of the destruction of the natural resources that led to the various environmental classifications attributed to this region. It is therefore urgent to evaluate and enforce the law, ensuring the safeguarding of PNSACV's resources and values, by replacing intensive agriculture with agricultural practices rooted in agroecology. These would have the added benefit of sustaining the wellbeing and the quality of life of the people who visit or live in this beautiful region. It also represents an opportunity for the requalification of the territory, halting agricultural expansion and reconverting enterprises that do not meet minimum requirements.

Otherwise, we risk that all these abuses and infractions quickly consume and deplete the natural heritage of this region, which is not owned by any company, but belongs to the common good of humanity.
