Puppy medical costs for Puppy strangles

Hello, my name is Melissa and this is my dog Bear. He has been sick since he was 4 months old with what was thought to be puppy strangles. However, he was supposed to outgrow this condition by adulthood, however he is now 15 months old and his condition is only getting worse. We have been recommended by our vet to see specialists but this costs over $200 per visit plus medications and testing. The cost of his care has just gotten to be unmanageable, however I want to ensure that I get him the care he needs.  I am a student in graduate school which makes it very hard to afford the cost of testing, vet visits, medications, and treatments. I simply cannot let him struggle as I worry that it could become more serious and he is having serious side effects from his current medication regimen. If there is anything you can do to help, no matter how seemingly small, it would mean the world to us.
