Puppy Umbilical Hernia 'large'

I am an animal lover.
I was contacted 3 weeks ago concerning a Doberman puppy I might be interested in adopting. I was informed the puppy had a hernia, however I had no idea the hernia was this large.
The owner informed me, he could have the surgery done for one-hundred-fifty dollars. However I preferred to have a medical professional exam the puppy. So, I took the puppy to the vet.
The doctor confirmed there was a large opening at the base of the hernia and further, informed, I would need x-rays to see if the hernia was a diaphragmatic hernia which would mean a double operation to secure his internal organs, and a mesh to secure the organs from mixing together, then the closure. Even if it turned out not to be a diaphragmatic hernia, the operation would be intensive and expensive.
The good news is, once this surgery is done, the puppy will lead a normal life with no problems related to the hernia.
During this surgery I am requesting, he be neutered.
Due to the sensitivity of this complicated hernia and the growing puppy, the surgery must be performed swiftly.

The Path:
When I first saw the puppy, I walked away. I knew I did not have the funds to help this little fellow. For three nights, this puppy haunted my sleep. I decided to call the owner and ask if I could take him to the Vet to size up the condition. After the vet visit, I took the puppy back to the owner and informed him I could not afford to adopt the puppy. A week passed, and I knew if he still had the puppy, this situation was getting worse. I called the owner and informed him I could start a fund to try and help the puppy. During this time, I came across two stray dogs here in the city on the same day. The animal service driver that picked up one of the dogs was informative about my questions on the herniated puppy. I was told an owner of such a puppy, unable to afford medical services would be charged with a misdemeanor, if turned over to the Michigan Humane Society. What!
Five more days had passed since I had communicated with the puppies owner when I received a text message from him, ... "Do u think u can do something with him? Have to get red of him". I was devastated and knew I needed to take possession of the puppy.
Today I will pay the owners small fee for the puppy and bring him home. A forever loving home.
I don't know how the upcoming days will turn out for this little guy, but I know I have to do whatever I can to help him. He has come to my attention and it is my love for animals and duty to assist this puppy the best way possible.
