Daughter died/rescue granddaughter

My daughter Maya died in Texas on October 22, 2015. She has one child 11 years old. My granddaughter is currently in Texas in the hands of Social Services! I am in California needing to rescue my granddaughter and bring her to California and enroll her in school. This means round trip airfare for me, legal and attorney fees, hotel, rental car, packing, airfare for my granddaughter, moving her personal belongings to California, providing for her needs, healthcare, education, nurturing, grief counseling.

Maya German 4/23/1984 - 10/22/2015. Please help ASAP. Mnimum legal fees are $6000.00.
Since I live in California I do not exist in the mind of Texas and grandparents are not an automatic party to the case.  When I appeared in court the judge only spoke to me about the deadbeat father because he is a party to the case.  
Please.
