I believe in a Scarborough that is welcoming, connected, and equally prepared for upcoming challenges and opportunities. A town that has a reasonable tax rate, a good school system, affordable housing options, and a broad range of municipal services, inclusive activities, and accessible facilities. A community that values its members' varied needs and perspectives, while preserving its history, open spaces, and natural resources. A place that ensures that the participants in its history aren’t forgotten as time marches forward.
I will work to balance responsible growth with conservation, and plans for a bright future with the preservation of things that are quintessentially "Scarborough."
Scarborough is home to engaged citizens with diverse opinions and experiences, and together we can ensure that it continues to be an exceptional place to live, work, learn, do business, vacation, and retire.
I am grateful to live in one of the most vibrant communities in Maine, and I welcome the opportunity to serve again as your councilor.
A Positive Vision for Scarborough’s Future:
Community Engagement - I embrace the opportunity to learn from - and will work to solicit - diverse opinions and perspectives
Fiscal Responsibility - I support a low and predictable property tax rate, as well as minimizing the overuse of municipal bonds for annual expenditures.
Preservation and Progress - I value our history, open spaces, and access to natural resources, while understanding the need for responsible growth and development.
Bio:
Robert “Will” Rowan has lived in Scarborough with his wife since 2009. They have two daughters (ages 9 and 12), two rather spoiled dogs, and have started two businesses in Scarborough. If Will had more spare time, he would enjoy hiking, mountain biking, and spending time outside with his family. He and his wife have summited all 48 of the New Hampshire 4,000 footers, but these days are lucky to get their daughters to the top of Bradbury Mtn.
Since 2007, he has advocated at the state and federal level in support of people with disabilities, as both a parent and as a former board member of the Maine Down Syndrome Network.
Will served on the Scarborough Town Council from 2015 to 2018, during which time he was council liaison to the Scarborough Economic Development Council, the Senior Advisory Committee, the Scarborough Housing Alliance, and the Historic Preservation Implementation Committee. He also served on the 2019 Superintendent Search Committee and is a member of the Scarborough Housing Alliance and the Historic Preservation Implementation Committee.
Will earned a Bachelor of Science degree in Mechanical Engineering from Cornell University, and a Master of Science degree in Computer Science from the University of Southern Maine. He is currently employed as the Principal Software Architect at Covetrus.
