Save "Rowdy" the horse

Rowdy needs your help as he does not have a voice and is malnourished, dehydrated and shown no care.   I found him by the road March 26th.  Animal control came out and said they would handle it. I decided to check on him about 30 days later while I was driving by the property where he lives (on some land without anyone living there). I found him in a makeshift stall with no food and no water. I called animal control, after waiting about 30 minutes I went out and bought jugs of water. He drank two gallons!!! Then finally an hour and thirty five minutes later a seasoned animal control officer, Kemper, showed up.  He proceeded to tell me I was trespassing and I covered up his evidence by giving him water.  I explained I took a picture, but he did not care.  At this time the horse is still in poor condition. We spoke with the owner who will not let us just have the horse but will sell him to us.  Please help us purchase this horse and nurse him back to health!! Thank you so much for your support.
