Save Rocky the testing lab beagle

Rocky is a shy 6 year old rescue dog who was held in a testing lab for the first 4 years of his life, when he like many other beagles were done testing with they were all sent to the dogs trust. Rocky missed out on the first 4 years of growing up due to this and has only began to live a normal life for the past 2 years since I rehomed him. Rocky has had problems with his back legs recently and his walking has deteriated to the point where he struggles to go for walks and general things such as sitting and lying down. He has been to a special vet and had examinations and tests done and the results have come back that he has cruciate ligament disease in both his legs, with slight athritus on his right leg. I have insurance on Rocky but unfortunately he has been to see a vet in the past about his leg which means he's excluded from any insurance claims on this so I can't go down that route. Rocky is a kind, gentle dog who has never meant no harm to anyone. He's had a really horrible upbringing and it's left him mentally scared which as much as I try give him love and warmth, he's always going to suffer with anxiety. The vet has estimated a cost of around £5000 - £6000 to operate on him. I have a small amount of money saved up which I have already had to go in to get him to see vets and specialists but unfortunately it's nowhere near the amount that's needed to help Rocky.
