For Sketch after surviving Husky attack (bills and more)

Hi my name is Royce. I'm the owner of Sketch (pictured), a 14-year-old Pomeranian. He was grabbed and mauled by a Husky through a fence. I'm raising funds to cover Sketch's emergency visit and operation, the future surgery, and other medical bills regarding his injuries.
 
On 5/17/22 we went to go on a leashed walk in our neighborhood. Since it was still busy on the streets, we were on the sidewalk at the top of 9th ave that ends by Palolo Elementary. We came across a fence (pictured), and I saw a white husky heard a whine from the side and saw another husky. The white Husky did not make ANY noise (growl, bark, etc.), but before I knew it, Sketch was grabbed by his snout and pulled through the fence and into the neighbor's yard, where the Husky continued to maul Sketch. I jumped over the fence, got the husky to let go of sketch and yelled for the owners to open the gate. We got Sketch to the Emergency Vet where we found that his right eye had to be removed, his hip dislocated, and gashes on his chest and shoulder. They were able to remove and close the eye and stitch up his gashes, but they could not fix the dislocated hip and will have to put him through surgery again.
 
I am not a person to ask for help, but I've been unemployed for 2+ years due to the pandemic. And I have gone through my savings. I have tried to do remote side jobs, but none have paid well. I have talked to the Husky owner, but he wouldn't help pay for anything and said that it was my fault that Sketch got attacked in the first place (even after telling me that his dog is aggressive to other dogs). He says that there is a sign that says warning guard dog, which I will admit I didn't see since we had just come to the fence. I've walked sketch for about 13 years, and I know what dogs to avoid, I even go to the other side of the street when another person walking a dog is in front of me. The owner of the Huskies just moved in, which is understandable since I've never seen his dogs in the yard before (and I like Huskies, so I'd remember). I did request that he put some kind of grate or something to block his Husky from being able to grab through the fence, which he said he would think about.
 
Sketch is my world and has been pivotal in keeping me sane during the pandemic. I want him to be able to walk around and be his happy-go-lucky self.
