
Stand With Encanto Against Bonus ADU Complexes

Imagine waking up one morning, watching someone pulling out major appliances from the home next door to you, and finding out by pulling permits that they're going to demolish the single-family home on the property and replace it with a smaller Single Family Dwelling and 43 Accessory Dwelling Units—without public notice, without a public hearing, without the project needing to go through any of the normal due process according to municipal code, California Environmental Quality Act, Affirmatively Furthering Fair Housing, the San Diego City Plan, or the Chollas Valley Community Plan—all of which would be required of any other building project of this size and scope within the city and within the community.
That is the reality that our neighbor experienced on January 5th, 2025, and which mobilized a grassroots group of neighbors to combine resources and start Neighbors for Encanto. We were further devastated to find out within a week that it appeared there were 11 more proposed projects that had already submitted permits for up to 44 Accessory Dwelling Units on properties within our community, and 3 of those were within a quarter mile of our homes. We quickly created a petition to stop this investor land grab and to roll back this program to California State Standards in order to reclaim the safety of our community and to ensure the quality of life for the future residents who will be our neighbors. We now have identified 35 different projects within the 92114 zip code, and now have 20 projects within our community. You can look for them yourself through the city's dashboard here , or better yet, look up your own neighborhood and ensure this doesn't happen to you. This must stop.
We found out that the vast majority of these projects were investor/developer driven. These investors have not put any thought into the quality of life for the current residents who reside near these projects, nor the quality of life for the future residents of their properties. All they saw was the ability to cram as many Accessory Dwelling Units onto properties within the so-called Sustainable Development Areas of our community and their ability to easily purchase large parcels of land at below comparative market value within the city to maximize their profits. Each property they buy is one less quality property a future homeowner can affordably purchase in our neighborhood.
If our neighborhood could truly sustain development, we would have already seen planned sensible density growth along with a growth of a business district within our community. We have been here for 20 years and have spoken to residents who have been here 70+ years and others whose families have been here as far back as 1907. The city has never invested in Encanto to bring sustainable development into our area that would allow our community to live, work, shop, and receive needed healthcare here as many other neighborhoods in San Diego can. Encanto and District 4 as a whole is lacking in many of the resources and amenities every other district within the city takes for granted.
We are raising funds to fight against greedy investors and political lobbyists who have pushed for legislation that has allowed our community to once again be targeted with unfair housing practices.
Your donations will contribute towards all efforts of community engagement and community involvement to bring neighborhood awareness, education. We have been funding this movement ourselves up to this point, absorbing printing costs for flyers, banners, posters, yard signs, etc. media fees for website hosting etc. purchasing of apparel to show a unified front at community and city events. We are everyday residents who have full time jobs, and full time families, in order to steward this movement we need your support so that we can get the word out to the community quickly, and effectively so that our voices are heard either at City Council, or in a Court Room.
