Calling all LA REINE HIGH SCHOOL alumnae, FROSTBURG STATE UNIVERSITY alumni and VICTIMS’ RIGHTS ADVOCATES

April 3, 2022 was the 40th anniversary of Stephanie Roper’s tragic murder which ended her life at age 22. Stephanie was kidnapped, repeatedly raped, tortured, shot, set afire, and partially dismembered.

Stephanie was a graduate of La Reine High School is Suitland, MD (Class of ‘78) and Frostburg State University (Class of 1982). All of her La Reine sisters remember her as a very kind and generous soul who was blessed with artistic talent and limitless promise. She has been missed by her family, friends, and her La Reine sisters. The Roper family, however, did not allow her tragic death to be in vain. They have ensured a lasting legacy for Stephanie that includes:

The Victims Rights Act of 2004 was named, in part, for Stephanie Roper. This federal legislation mandated that victims are heard at the conclusion of a criminal trial in which the defendant has been found guilty. The right of victims to be heard, via a victim’s impact statement, was largely due to efforts of the Roper family and other  victims’ rights advocates.

The creation of the Maryland Crime Victims’ Resource Center (MCVRC) located in Upper Marlboro, MD which is the beneficiary of this fundraiser. MCVRC’s mission is to ensure that victims of crime receive justice and are treated with dignity and compassion through comprehensive victims’ rights and services.
