TIME TO TELL DEVELOPERS: ENOUGH IS ENOUGH!
Please help us prevent Hokua Place from adding at least 1900 cars to the highway and bypass in Kapa’a.
Kauai’s quality of life is threatened by the Hokua Place development, one of the largest residential projects Kaua`i has ever seen.
The proposed 769 unit project (683 multi-family and 86 single-family) is located on a 96-acre hillside near the Kapa`a roundabout between the Bypass Road and the Middle School. In order to permit this development, the developer, HG Kauai Joint Venture, LLC, owned by off-island billionaire developer Robert Roche, must petition the Land Use Commission (LUC) to change the designation of valuable ag land to urban. This would have severe negative consequences, not only for the island’s already inadequate infrastructure (water, sewage, and solid waste) but especially for traffic.
The developer suggests that at least part of the project would meet Kauai’s current need for affordable housing. However, these units would be out of reach for most Kaua’i families, particularly when home-owner association fees are included. Genuinely affordable housing is needed urgently, but this project will not provide that, and more gridlock will not help any of us, least of all those who have to travel this corridor daily.
