Support for Parents Recovering from Flash Flood

On July 15 2024 was just another day in Twenty-nine Palms California. As some may don't know Twenty-nine Palms is located in the Southern California within the desert. About 12:30 pm the first rain drops started to fall, followed by thunder and lightning. By 1:50 pm wind gusts, hail, and intense rain picked up with no warnings of what was about to come. At 1:51 pm the emergency alert system came through phones, but it was too late. Now reported that one main area in Twenty-nine Palms was hit hard by monsoonal downpour and pelting hail that was unexpected.
Within this area my mom and dads (2 different houses) were hit by the unexpected weather which caused flash flooding, turned yards into rushing water/lakes, back yard becoming the front yard, and the front yard washed away into the road and other unknown places, yard decor no where to be found, and water seeping into the house(s) from the doors and under walls/foundation.
Now my parents are in the clean up stages and what damage has been done. Walls (drywall) have to be cut at least 12 inches above the foundation due to moisture in the walls, carpet has to be torn out, under the tile flooring of the unknown, Kitchen cabinets that have water damage is just t name a few. Outside the inches and inches of mud that has to be cleaned up and bringing dirt/sand back into their yard to fill ditches and level out the yard.
The insurance company will not cover any of the damage that the storm has caused since they don't have flood insurance. Which they weren't required to have flood insurance in their area. The mayor of the city wont declare an emergency for funding.The city told the residents that they are on their own to find help that they need for their damages and repairs.
There is more rain in the forecast and possible monsoon weather coming their way which now my parents are filling sand bags, placing them around the house, hoping for no further water damage.
My parents have been there for many and will help those in need, they have lived in the desert for years (50+), they have never experienced this type of damage within their homes. I'm asking for those to return the favor to help my parents through this difficult time of cleaning up a mess that was least expected and not knowing how they will pay for the damage that was done.
