Support Noah Rubin's Recovery from Robbery

My name is Noah Rubin. I am 26 years old and live in Long Beach, CA. On April 17th, I was assaulted, extorted, and robbed during a layover in Shanghai. When I returned to my hotel that night, I called my bank to stop the transactions, only to discover that the perpetrators had accessed my bank account and stolen all my funds. No one has been able to explain how this happened.

Initially, my bank assured me that this was a protected situation and credited the stolen money back to my account pending an investigation. However, three weeks later, they reversed this decision and closed my case.

When I contacted my bank for clarification, they informed me that without a police report from Shanghai, there wasn't enough evidence to support my claim. To reopen the investigation, I would need to file a police report in person in Shanghai and potentially stay for the resulting legal proceedings. Unfortunately, I cannot afford to return to Shanghai or track down the individuals who robbed me.

I have spent hours trying to sort things out with my bank to no avail. I’ve reached out to various sources for help, including the Chinese Consulate in LA and the American Consulate in Shanghai, but they have been unable to assist. The embassy in Shanghai mentioned that this type of incident is semi-common among travelers, but they cannot file a police report on my behalf. They only provided a list of recommended lawyers in Shanghai.
