Immanueal "Manny" Clark was murdered by Portland Police in November of 2022 after being incorrectly identified as a suspect in an attempted armed robbery. Manny was not only unarmed, he was shot in the back.

Shortly after midnight on November 19, 2022, a 911 call came in reporting an attempted armed robbery at the SuperDeluxe restaurant on SE 50th Avenue and SE Powell Boulevard in Portland, Oregon. The 911 caller told the dispatcher the men that attempted to rob him were "white, definitely white," and that they left the parking lot traveling west in a gray sedan.

The police instead pursued Manny's car, which was traveling east on Powell. Manny is Black. One of the passengers in his car that night is also Black. Manny parked his car in a church parking lot on SE 28th Avenue and SE Steele Street. One of his passengers stepped out of the vehicle to smoke a cigarette. Unbeknownst to Manny and his friends, Portland Police Bureau officers had pulled up around the corner, out of view. When the officers came into view, they illuminated their "take down" lights, which are blinding to anyone looking in the direction. Manny and his friends did not know what was going on. Manny and one of his friends, who was also Black, ran in the opposite direction of the cops. They made no threats to the police as they ran.

Mere seconds after the police rolled up on Manny's car, shots were fired. Manny was shot in the back with an AR-15 rifle.

Despite an ambulance being on scene within one minute of the shooting, police refused to allow EMS through to provide critical aid to Manny for nearly 30 minutes. During that time, Manny laid on the pavement, bleeding out and yelling for help. By the time Manny finally arrived at the hospital, there was nothing doctors could do to save him. He died in the ICU on November 21, 2022.

Not only did the police lack probable cause to believe Manny or anyone else in his car had been involved in the attempted armed robbery, they also lacked probable cause or reasonable suspicion that anyone in Manny's car was armed.

Despite the known facts, the officer that killed Manny was not criminally charged. There has been zero accountability. There has been no justice.

Since his horrific and senseless murder, Manny's family has dealt with even more loss and unimaginable hardship. Donated funds will go directly to Manny's immediate family for the expenses they've incurred and their current needs such as safe housing, transportation and cell phones so they can get back on their feet.

This family has suffered more than enough. Anything you can donate is deeply appreciated.
