Protect VFW Post 3848 from Traffic Hazards

Greetings,
My name is Daniel Beza. I am the Junior Vice Commander of VFW Post 3848. Our post, Basic Post 3848, is located at 401 W Lake Mead Pkwy in Henderson, on the corner of Lake Mead Pkwy and Basic Road.
We have two entrances to our post, one off of Lake Mead and the other from Basic Road. We have two concerns, one is Public Safety, the other Traffic violations.
The intersection of Lake Mead and Basic is controlled by a traffic signal. When the light for Eastbound traffic is red, drivers wanting to make a right turn onto Basic Road circumvent the light by shortcutting through our parking lot. Another problem we have is with drivers wanting to access our neighbors property. There is no entrance from West bound Lake mead. So patrons who come down Basic Road cut through our parking lot, onto the sidewalk and left turn into their parking lot. At other times they simple drive over the landscaping at the back on our property to access their parking lot. In conclusion we have to issues we are trying to resolve.
1) Vehicles shortcutting the traffic signal and passing through our parking lot to avoid a red light.
2) Vehicles accessing our neighbor’s property by driving through our parking lot and then:
(A) Onto the sidewalk and into the Harbor Freight parking lot.
(B) Over the curb, through the landscaping at the rear of our property, into the Harbor Freight parking lot.
After a meeting with City of Henderson officials, it was decided that the most cost-effective solution to the latter issue would be to set landscaping boulders in the pathway, blocking access via the sidewalk or the landscape in the rear.
The circumvention of the traffic light will take a more involved solution. So at this time, our focus is on eliminating the traffic trying to access our neighbor's property via the sidewalk or through the landscaping.
