Support the Annexation of Windsong Ranch Homes into Prosper ISD
Overview:
We are raising $1,500 to finalize and present a petition to the Prosper ISD and Denton ISD Trustee Boards requesting the formal detachment of approximately 460 homes in Windsong Ranch (WSR) from Denton ISD (DISD) to be annexed into Prosper ISD (PISD).
The Issue:
While these homes are technically within Denton ISD boundaries, they currently attend Prosper ISD schools. This petition seeks to:
• Align district boundaries to reflect where students attend school.
• Redirect property tax revenue from these homes to Prosper ISD, benefiting the local community directly.
• Give residents a voice as voters in Prosper ISD, ensuring fair representation and decision-making power.
Why It Matters:
1. Protect Property Values: Unified school district boundaries increase long-term home values.
2. Support Prosper Schools: Annexation brings tax revenue directly into Prosper ISD, enhancing education and resources.
3. Potential HOA Fee Removal: Currently, home sales in Windsong Ranch incur a 0.3% WSR HOA fee benefiting the Prosper Education Foundation (PEF). Annexation could eliminate this fee, saving homeowners money.
The Legal Process:
We’ve retained attorney Kenneth Ferguson of Denton to finalize the petition and ensure compliance with Texas Education Code § 13.051, which governs detachment and annexation of school district territory. The process includes:
1. Drafting and Submission: Prepare a petition signed by a majority of the affected area’s registered voters or property owners.
2. School Board Hearings: Present the petition to the governing boards of both Denton ISD and Prosper ISD for approval.
3. Texas Education Commissioner Review: If at least one of the boards approve, the petition is sent to the Texas Commissioner of Education for final authorization.
4. Boundary Adjustment: Upon approval, district maps are updated, and tax revenue is realigned to reflect the new boundaries.

• Windsong Ranch comprises 3,250 lots, of which 460 currently fall under Denton ISD.
• Texas law supports detachment and annexation when justified by educational alignment, taxation fairness, and community representation.
• A successful annexation ensures fair representation and stronger schools for all Prosper ISD residents.
