Technical input in Title II & Network Neutrality

Hi. My name is Dave Taht. If you don't know me, it is highly likely the algorithms that my projects have created are something you use on your devices, on every single packet, defeating in many cases, the scourge of "Bufferbloat", and delivering consistently low latency Internet access. Having had this subtle and beneficial impact on everyone's Internet over the past two decades, I am now trying to come up with a way of explaining better to the FCC commissioners on all sides of the now renewed Network Neutrality and Title II regulation discussion - with a NPRM period starting Oct 19th - that how they perceive the internet is not, actually, how it works, and that scientists and technologists should further inform public policy as to other big Internet challenges ahead, such as improving its security.
I liken this renewed debate about the internet, and broadband, to 1906-era partisans arguing about the right cures for syphilis. One side, intoning with great authority: "Tinctures of mercury, yes a good dose of mercury, is just what you need... " and the other side, insisting that "Leeches, leeches will help... all you need is a good blood-letting... and everything will be fine!"
While those few that had embraced germ theory and were pointing at little squiggly things in microscopes as the root causes of so much disease, were laughed at and ignored.
The prospect of another pointless public debate pains me. I long to be able to take the time, with the help of many other experts, to explain fully how the internet really works, to those that use it, run it, and to those that wish to regulate it, in order to ensure a better future for all of us.
So, this gofundme is an attempt to inject new *and correct* information into a tired debate before the partisian battle lines are fully drawn.
This initial 10k goal, is to construct one or more documents representing the views of the scientists and engineers that designed and maintain the internet, to be submitted to the FCC's post Oct 19th NPRM, reimburse me a little bit for my time in corralling a lot of cats, hire a media manager, pay for at least one press release, and cover a plane ticket and whatever misc expenses might come up.
