This Horse is Suffering

If at least part of the 200,000 people who signed the Care2 petition about this horse just donated $1, we could at least save this one horse that desperately needs us now. We don't want the horse to go through another summer of no shelter and another winter out on a chain in the freezing cold. With winter windchill in that area of -20 and -30 degrees and heat in the 90's at times in the summer, without shelter and especially without being allowed to move more than a few feet, this horse is going to suffer severely again this year, he could even die.
Help this horse who has been chained out in the elements without shelter for approximately the last 7 years. He is staked on a very short chain, prohibiting him from moving or walking more than a few feet.
This horse is white and last summer his nose was sunburned, red enough to see from the road. He also appeared to be holding one eye closed or squinted. There is no shelter, no trees, nothing to protect this horse from the elements. His tail is tangled and full of burrs.
This horse is in a very unhealthy and inhumane situation. This horse is chained out all year round in rain, sleet, hail, snow, subzero cold, sweltering heat, and scorching sun! This horse is cruelly living at the end of a chain.
It's questionable if there is consistent water and grass available if the horse is not moved daily (no water pails can be seen at times). Local law enforcement has had numerous calls about the horse and is fully aware of the complaints and the situation, but says no law is being broken. Having no shelter for animals in all types of weather apparently is not a law in Clark County?! Do you see any available water in this picture or shelter? The owner, we have heard, feels that the horse can eat snow if he needs water.
