To ensure a Highway Authority repairs a Public Footpath

Hi my name is Trevor , I live adjacent to the Public Footpath Snuff Mill lane , in Cottingham , East Yorkshire. The Highway Authority legally responsible for ensuring the suface is kept level and safe , even for the disabled , is East Riding of Yorkshire Council (ERYC) , but for the past 40 years they have refused their DUTY relating to this maintenance.
The Public Footpath is of approximate length 700 metres of continuous Potholes and / or mud. In wet weather it is prone to flooding which reduces the average daily use by pedestrians from 230 to drastically fewer.
It is an Ancient Highway ( originally the main road from Hull to Cottingham ) that is 100's of years old therefore falls within the 1835 / 1980 Highways Acts that transferred the maintenance from adjacent landowners to the now Highway Authority , which ERYC IGNORES.
Snuff Mill Lane Public Footpath from Bricknell Avenue to Hornbeam Drive is an Urban Footpath , NOT rural as ERYC falsely claims.
Central Government advised my to discuss with ERYC their Legal Duties with their Monitoring Officer and the Leader of the Council BUT both have declined this recommendation.
Now , I have been left with no other choice than to challenge this Council legally in order for them to cary out their Legal Duties which they refuse to do even though I have submitted the relevent Highway Acts to them many times.
The local Magistrates Court advised me to be cautious as those responsible in ERYC will use OUR money to fund their case and it may Cost me up to £35,000 in Costs. This is not fair , or a level-playing-field , and I ask you to help me financially with this cause which may be relevent to others in England. Please also watch the video on GBNews Snuff Mill Lane
