Trans-Medical Procedures for Dysphoria

my name is Gwendolyn Cheney I am a trans-woman born 1960.
life story: I were raised by my mom and grandma my grandma who stated many times that when I was about 4 she knew I were a girl I were so different from my 2 brothers.
Growing up my mom couldn't understand me so she took me to see a psychiatrist(Dr.Trice)I went through therapy from age 12 to 14 diagnosed Gender dysphoria,  Simply put gender dysphoria involves a conflict between the gender one were assign at birth and the gender one identified so Dr.Trice recommend female hormones in order for my life to be  more complete which were impossible being the early 1970's , living In such a small town as Athens Ga. So I  Had to wait until age 18 stared going to Atlanta ga.  Going from Doctor to Doctor even buying hormones off the streets.
Before the hormones stage: From age 12 to 18 puberty set in my body became masculine this masculinity threw me into depression a face of a woman and the body form of a man (This masculine change I couldn't understand ) I ended back up in therapy in and out of hospitals(didn't won't to live like this) hormones can only do so much and I didn't won't to end up in some under ground silicone pumping party.
This masculinity hendered me from getting jobs most of my life(ended up on disability).
So I put my life on hold to help took care of my grandma and mom through the years until they both pass on.
Now seems my life's at a stand still, I won't to be free to be all I am ,I have talent ,I have potential I could imitate most any body , And to be all i am, I need the body form to match my identity( Hip implants )and( facial feminization surgery) These procedures is more than just cosmetic their a medical necessity.                                              federal courts  have stated that transsextualism is a serious medical need and without attention could cause psychological effects: See Fields vs. Smith Appeal Court. Decision August 5, 2011.       See:Estelle vs. Gamble (1976).
See:Kothmann vs. Rosario(11 cir. 2014).                                These procedures would erase what puberty thrusted upon me which frustrates and saddens me each time I look into the mirrow wishing my clothes would fit as feminine as other ladies I see passing me on the streets .     

               These procedures would also give me confident the way I see my self in my mind eyes and I  won't be turn away each time I go to auditions because my body form don't fit my identity and to be excepted as a woman.       I can't afford the procedures on what I get on disability$741.00 monthly I would have to sacrifice my monthly living expenses.                  I never done help parties living in such a small town I wouldn't want people to know I'm trans they wouldn't understand.
My insurance Medicaid and Medicare won't pay for the procedures.

Once again these procedures would mean the world to me and I pray no one out there ever has to go through life changes as I have and if so I hope they would have a better understanding world than I had
