Hello everyone, my name is Bria.
January 2021, I moved into a new apartment, I recently relocated to Dallas from Atlanta. As I settled in to my place, I met my neighbor across the hall from me.
For 9 consecutive months, he’d follow me into the gym, to my mailbox, he’d float around common areas, intentionally attempting to cross paths with me, each time stopping me in my tracks, asking for my number, and if we could date. I declined numerous times. After some time, my no’s weren’t enough for him, and he began asking why? Why wouldn’t I give him a chance, why couldn’t he have my number? I claimed to have a partner, however, he persisted. Due to my discomfort, I stopped speaking through passing and tried avoiding him at all cost. He then confronted me, asking why I couldn’t speak, as if I were obliged to.
I began noticing his obsessive behavior, and started limiting the times I would leave my house. I felt as if he’d listen to when I’d open my door, or hear my keys.
As I cleaned my kitchen, I noticed someone attempting to open my front door. I froze and called my mom and Dallas County Police immediately. I grabbed a weapon, peaked out my peep hole, there was no one. I opened my door, no one was outside. I didn’t hear any footsteps leading away from my door, nor did I see anyone leaving.
Maybe a month after, a man I’d never seen before approached my door in a dark grey hoodie fully zipped up, knocking at my door. After asking who it was, he paused, and claimed he had the wrong door, but continued to stand at my door for 4-5 seconds, then walked away.
It’d gotten to the point I stopped grocery shopping, and would have my essentials delivered, and stopped checking my mailbox. I didn’t feel safe anymore. My day to day life was completely altered.
September 12th, 2021 2:02 AM, my neighbor came knocking at my door, intoxicated. I assumed it were an emergency, and answered.
He then angrily asked why I had never given him a chance, and why I refused to go on a date with him. I was frightened beyond words and told him to never come to my home again and slammed the door.
I contacted my friends and family expressing my concerns for my safety, and making them aware of the situation. I told them about the past occurrences, and that I’d been anxious about leaving my home as a result.
In my attempt to mediate, I addressed him in our community area during daylight, to gain understanding as to why he would come to my home.
He confessed to me, that he’d watch my balcony/living room windows from the parking lot, to see when I were home. If and when my lights were cut on, was an indication if I were awake, he said. He admitted he’d listen through my front door to hear if I were playing music. He told me he noticed my foot traffic changed, and that I didn’t leave home as much.
I immediately contacted Dallas County Police and filed a police report. They weren’t able to properly identify him with a license or state ID, he only had a passport. I asked to file a retraining order, but they refused to provide me with one, stating the situation was very scary, but that it’d have to be a number of occurrences before I could be granted one.
The police ordered my property manager, Lacey Strother, to remove him off the property, and that I’d be relocated either off or to a new unit. Which she agreed to do.
Lacey Strother came to my home moments later to speak with me, but I refused to answer my door, and stated I’d come to her office. She brought along a leasing agent that was ordered to not have any direct contact with me to my home, due to his past behavior.
I asked for an estimated time frame of when my neighbor would be removed, Lacey refused to tell me, stating it was “confidential”.
For my peace of mind and safety, I demanded I would need to know. It was not until I asked for the information of her boss, Ralph Demott, Director of Operations, she stated he’d leave November.
I was denied the ability to transfer into a new unit, due to an outstanding balance of $350.11, which I ensured would be covered.
My neighbor was not removed from the property until late November. I slept on my couch for 2 months, getting an average of 3 hours of sleep. Listening and watching my front door. I invested in a ring doorbell camera, and noticed an increased amount of foot traffic at my neighbors house (men), which ultimately lead to me refusing to leave my home.
From September 2021 to current date, I’ve been denied the ability to transfer to a new unit to ensure my safety.
I’ve contacted the Crime Victims Compensation program for relocation assistance, and was told I would have to wait 3 months standard for any assistance. I’ve reached out to multiple organizations and immediate family, to assist with any outstanding balances, but have not received assistance. I’ve exhausted all of my options. I solely provide for myself financially, and have been set back due to this situation.
I no longer wish to renew my lease with my property, as management has shown the highest level of incompetency, unprofessionalism, and negligence, and has failed to assist in ensuring my safety. I will be moving forward with taking further legal action against their poor practices.
Funding will be allocated to my emergency relocation.
