Urgent Help to Repair Flood-Damaged Home & Avoid Foreclosure

A City of Dallas water main pipe near our home has burst twice in the last 18 months, flooding our entire house both times. A local reporter for CBS 11 News ran a story on this in August: https://www.cbsnews.com/texas/video/preston-hollow-homeowners-face-severe-flood-damage-from-repeated-water-main-breaks/
Neither the insurance carrier we use, Safeco (owned by Liberty Mutual), nor the City of Dallas Water Department are taking responsibility for the damage claims. The first incident was in February 2023, and we had to liquidate retirement accounts, max out credit cards, and take out nearly $300k in personal, unsecured loans to pay for the damages. To make matters worse, the same exact City water main pipe burst AGAIN 2 months ago (in August), and yet again, neither the insurance carrier nor the City of Dallas are stepping up to help in any way whatsoever.
The situation seems hopeless for us right now. We had a public adjuster estimate the damages this time at $157K, not including furnishing replacements. A copy of that is in the attachments below. Coupled with all this, we've been trying to negotiate a loan modification with our mortgage company, as the home is on the verge of foreclosure due to our falling behind on late payments as a result of that 2023 incident.
We desperately need to raise money to pay for the repairs and to keep our house from foreclosure. Every single cent raised through this fundraiser will be used for these repairs and to stave foreclosure. Any amount you can donate is greatly appreciated. God Bless and thank you.
