After Police Car Chase NO CAR CAN'T WORK Need Help

My son Matthew Huhn was driving to work Monday when he unintentionally helped stop a police chase. The JSO were in pursuit of a stolen vehicle in the Arlington area of Jacksonville. The JSO did what they had to do and performed a pit maneuver, causing the stolen vehicle to crash into my son's car. My son only has liability insurance and was told they won't help, and the insurance information of the stolen vehicle provided from the JSO is a fake account. The picture shows the stolen car that hit my son.
After serving 10 years in US Navy he returned home to Pennsylvania in 2018 to be with his family and son. Matt, like a lot of Veterans suffers from PTSD. He was stationed in VA, where he was deployed on the USS Enterprise, Jacksonville, FL and Lemoore, CA. Those last three years in CA, he was by himself, away from family and friends. His son was born in Jacksonville 9 years ago. A year after he got home his ex-wife moved back to Jacksonville with their son. Matt missed him terribly. I helped Matthew move back to Jacksonville last November to be closer to his son. Found an apartment, job and bought an older used car that he could afford and fit his needs. Things have been a struggle setting up, but at least he could see his son, who lives an hour away, on weekends. So now without a car, or money to repair/replace it, he won't be able to get his son on weekends and his job involves traveling around the city in the car.
My son needs your help for repairs, or possibly a new used car. I'm 72 yrs-old next week and can't help him this time. Please, anything helps. Thank you!!!
