Find Weston's Grave

My stillborn son who was buried in 2002 hasn't been able to rest in peace. I recently found out that he may not be buried in the proper grave. The cemetery said that they have this plot marked as one containing cremated infant remains, but my son wasn't cremated. 
I have been working with the cemetery to find out how this happened, but they can only offer their apologies. In order to confirm wether or not my son is in the correct burial plot, I have to come up with the funds to have him exhumed. This cost is not something I am able to cover, as I am fighting for disability due to health issues. 
My sweet boy nay not be where I have been mourning for the past 16 years. Please help me to find him ! 
I have contacted media outlets, and filed complaints , but the cemetery doesn't care. No parent should ever bury their child, but to not know exactly where he is is heartbreaking.
