Innocent bystander killed

My brother an innocent bystander was killed while waiting for a train. A altercation on a passing train resulted in a shot being fired from the moving train and striking my brother Mac Steven Payne. He was struck in the head and died. He leaves behind a son and several grandchildren. His son is tasked with planning the funeral with limited resources.
