Disabled Vet Lost Pension after 50 years

I appreciate your interest in what my dad Jim Dibler is going through in regards to his VA benefits being cut off for the last 6 months. It has taken a tremendous toll on him. We would greatly appreciate any & all help we can get.
He lost my mom on Oct. 23, 2013 after 60 years of marriage. Then in Feb. of 2014 he started receiving letters from VA stating he had been over payed for 4.5 years.
I took the letter to the VA rep. at the federal building in March trying to avoid this situation & make some type of payment arrangements or a hearing to dispute this.
My dad has received a VA pension since 1964. I was only 8yrs old when my dad became totally disabled.
My dad served in the U.S. Army from January of 1951 until January 1954 during the Korean War. He spent 2 full winters in Alaska & we truly believe that this is what brought on the early onset of his disability.
He lost both legs just below the knees on Feb. 4, 2010 due to a vascular problem.
My dad is totally dependent on us taking care of him. He is no longer able to feed himself get up & go the the bathroom. We change him, which is one of the hardest things I have ever had to learn to do for him.
We have promised him that he will stay in his home as long as we are all able to take care of him. But it is very hard on all of us to do this but we wouldn't change it for the world.
We have set up the GoFundMe to help with his bills. Many of the family members have given and there taken a toll too. We appreciate anything we can get.
