My name is Taguhi “Tracy” Oganyan. I live in Los Angeles, but travel to Armenia often to help families in need and wounded soldiers. During my 2016 July trip to Armenia, I was introduced to a veteran named Albert Dallaqyan. Like many young men serving our nation, Albert was wounded in the line of duty, when a bullet entered from the left side of his head and exited on the right side.Miraculously, he survived but had to undergo a total of 3 emergency surgeries to save his life. Now he has high blood pressure that is caused by artery damage. The arteries that are supplying blood to the brain are not functioning well and are causing high blood pressure as well as seizures. The doctors described his condition as a " ticking time bomb". Part of his brain is missing, and he needs additional surgery in order to address his problems and be able to return to a somewhat normal life. Additionally, Albert will need reconstructive surgery as there are bones (and bone fragments) missing from his head. In fact, in some places, the brain is only protected by skin. His parents have taken him to many doctors in Armenia but they all lack the necessary equipment and/or training to perform the necessary surgery successfully. Finally, and after a long search in Armenia, Russia, France, and other places. A Neurosurgeon with the proper training, experience and necessary equipment was found in Germany. The German doctors agreed to perform the surgery with less risk than the other doctors were starting. They are asking for 35,200 euros +10% for related expenses. Albert’s parents are unemployed, the mother does not work as Albert needs 24-hour care, and he only receives 90,000 Dram ($185) per month but only medicine costs 130,000 Dram ($267). Disbursement: Once the campaign is completed, I will withdraw the funds and I will send them to Armenia personally. Additionally, I normally travel there every few months for a few weeks each time. As per previous fundraisers, I will take most of the money there myself. However, for immediate needs, a local money transfer company (much like Western Union) has offered to transfer the money raised here on GoFundMe.com to Armenia at no cost to this fundraiser. This, of course, is a huge savings. Once the transfer is completed, my associates in Armenia will collect the funds and make the necessary arrangements.
