New computers for Police Department

My name is James Heiser and I am the unpaid, volunteer IT Director for my local Police Department. I have lived in Aberdeen for the last 11 years and love the rural atmosphere where the people are hard working farmers who still hold dear all the things that make America a great place to grow up in.
I was asked by our local Police Chief if I would help him set up some computer equipment he had just purchased (body cameras and the software to manage the videos and a storage device). I of course said I would be happy to do this at no charge (he was charged by others and the outcome was not very successful). After meeting with the Chief and looking over the setup, I couldn't believe what they were using. This is a Department that is woefully behind the times (most equipment is over 10 years old and there was no file sharing, etc). The budget for IT for all of the Fiscal Year is $800. $200 of that has been spent to upgrade the wireless router so there isn't enough left to do much else (maybe one computer). MY idea is to get a decent budget to get the Department setup like they should be for a Police Department in the year 2016. The money I have asked for is to purchase 4 laptops for the field officers, 4 new desktops for the office (dispatch, shared PC for downloading body camera videos, the Police Chief and one for document scanning) as well as a server to manage the departments files and accounts (currently no managed systems). The budget also includes monitors for all the computers, docking stations for the laptops as well as carry cases for the laptops.
I would like to have the budget $'s before the end of this year so I can start getting my Department up to speed before next year.
I can't begin to tell you how much this will mean to the 4 officers and our Chief to get this equipment. Considering what the officers do to protect our community to me this is money well spent that you can be sure will be going to a good cause.
