Hundreds of registrants and their families have been refused entry at the borders of scores of countries based on alerts sent from US authorities. Wedding plans and vacations have been devastated, lively hoods destroyed, and individual rights to travel have been trampled by a program named Operation Angel Watch. ICE's Angel Watch program is supposed to be an intelligence-driven program targeting registered sex offenders traveling abroad who ICE believes are likely to engage in sex tourism. However, there is no effort to determine risk of offending and the traveling registrant is under no suspicion by authorities of intending to commit crimes while traveling abroad. The angel watch program simply sends alerts to receiving countries indicating the registrants intent to “commit a sex crime.” These alerts are sent by the Angel Watch office and INTERPOL, universally, for all registrants traveling to any country for any purpose.
There are also 2 bills in the senate and congress that are attempting to formalize the Angel Watch office and further limit the ability of registrants to travel internationally.
H.R. 515 https://www.govtrack.us/congress/bills/114/hr515
S.1867 https://www.govtrack.us/congress/bills/114/s1867
These alerts and bills are meant to restrict the right to travel of registrants without regard to due process or equal protection under the law. They are therefore unconstitutional. And, as everything associated with restrictions on registrants, they are further punishment for citizens who have already served their time.
We are collecting funds for our legal battle againts HR 515 as it passes the Sentate and to develop legal strategies to limit all efforts by governmental authorities to restrict the right of travel of registrants.
