Kitty the Chihuahua's vet bill

My neighbor Tomas' family dog, Kitty, recently caught a serious sinus infection. Before they could see what was happening, the sepsis infection spread to her right eye.
On advice from me, Tomas quit the vet in his neighborhood and changed to Vet Playas in Tijuana. Sadly, they could not save her eye.
Tomas did not have the money for the surgery, and had to relinquish Kitty to the vet. At this point, I would like to step in as Kitty's caretaker so that Tomas' granddaughter Angelina can still maintain a bond with Kitty (they live right beneath me).
Unfortunately, the vet bill comes to the equivalent of $400 US for Kitty's adoption (to pay for the surgery and recuperation). I can only afford to pay $100 at this time and need some help to reimburse the hospital so Kitty can come home as soon as possible.
