Van Repairs

Two years ago my only vehicle, my van, was parked on my street as usual.  One morning I saw police lights (I am deaf) in front of my house.  A police car had hit my van in pursuit of another vehicle, wrecking the rear of my van.  The City will not pay for damage done in pursuit of a vehicle, and my insurance company went out of business.  I drove it until inspection expired.  Garage wants $550 to fix it so it will pass, which requires realignment.  Recently I was hit by a car and damaged my shoulder so I was out of work.  I cannot afford inspection and repair, but I am hoping someone might be able to give me a little assistance to help me get past this speed bump.
